Did he really wear a wig for the entire last movie?
He made a comment at Comic Con that he had to wear a wig for some retakes of some scenes just recently. He did have one of those buzz cuts just a few months ago when he probably did have to wear a wig for the retakes.
But that is his real hair in Breaking Dawn I. I would put my money on that! LOL.
He looks mighty good, as usual. I am thinking those tatoos aren't the real thing, though.

he mentioned it at the comic con panel he hated it but his hair was too short then :)
